I We have completed our review of your submittal dated May 25, 1989,,in which you requested our concurrence with your proposal to blend material from the Arrow l
Pit quarry with approved Shadow Mountain bedding material.
This proposal is l
PID No. 16-S-09.

As you point out in the PID, the subcontractor in crushing Shadow Mountain basalt for bedding, has been unable to produce a sufficient amount.of smaller material (fines) to meet the gradation specifications.
Consequently, it is necessary to add fines from another source in order to meet the specifications.
1 The lab tests you performed on rock from the Arrow Mountain quarry indicate that the rock is not as durable as Shadow Mountain rock.
However,'it is good j
quality rock and when blended with Shadow Mountain basalt, it more than meets I
the durability requirements already approved.. We therfore concur with your proposal in PID 16-S-09 to produce bedding material by blending fines from the l
Arrow Pit quarry with material from Shadow Mountain.
You also propose to drop the L.A. Abrasion test for the bedding material.
The l
l L.A. Abrasion test is a measure of the amount of mechanical abrasion rock can withstand.
Since the bedding will be covered with riprap,'it will not be subject to abrasion. We therefore agree with your proposal to eliminate L. A. Abrasion for the specifications for bedding.

As you are aware, the NRC is requesting that these types of PIDs be submitted instead as proposed modifications to Final Remedial Action Plans.
In this case however, to prevent undue construction delays, we are concurring in the PID.
