SUMMARY

r l Section 4.2 Environmental Monitoring Section 4.2.1 Aerial Remote Sens.ng The aerial remote sensing program was not required for the calendar year 1988 as per Section 4.2.1. The third operational survey is scheduled to be done during the summer of 1989.

Section 4.2.2 a) Confirmatory Sound Survey During the winter of 1988, sound level surveys were performed with Byron Unit 1 and Unit 2 fully operational and with the cooling towers at their design water flow rate. The data indicates that the Station noise levels, at the measurement locations, comply with the applicable regulatory rules and guidelines while both Unit 1 and Unit 2 are fully operational and the cooling towers are at design flow rate. The summary of the sound level survey is attached.

This survey completes the Confirmatory Sound Survey requirements.

b) Noise Related Complaints The following complaints were received by Commonwealth Edison concerning Byron Station during 1988:

Week of July 4, 1988 Two (2) complaints of noise from the river screen house during nighttime hours.

As a result of these complaints, the Station operating procedure for startup of the river screen house ventilation system (BOP-VH-1) was revised. This procedure change assures that the ventilation fans are not run during nighttime hours without knowledge of the noise concerns of neighbors on the pt.r' of the shift engineer. Also in this procedure, the shift engineer is directed to an administrative procedure, BAP 390-5, to assure documentation of any citizen complaint.

SECTION -4.2 ENVIRONMENTAL MONITORING SECTION 4.2.2 CONFIRMATORY SOUND LEVEL SURVEY During 1988, sound level surveys were performed at various points around the perimeter of Byron Station as well as at noise. sensitive i locations within a.five mile radius of the plant. .All measurements 1 were performed with Unit 1 and Unit 2 under normal operation along with the cooling towers running near.their design water flow rate.

Surveys were performed during the winter months when the foliage j was at it's minimum presence.

Real time octave and one-third octave band data was acquired at each mircophone location. In addition, a twenty minute tape recorded sample was taken at each site location which was later analyzed in the Commonwealth Edison System Operational Analysis Department laboratory to determine the statistical variation of the sound levels. Efforts were made during field acquisition to eliminate extraneous noise events from the recorded samples.

This was done so as not to bias the tape recordings with data that would not allow a true assessment of the amount of noise generated from the facility. However, in certain situations, the tape recorded data is simply an indication of the ambient noise as opposed to the station's contribution to it. This was the case either in high background noise areas or in areas distant enough from the Generating Station so that plant activity was not apparent.

All measurements taken conform with ANSI Standards and Procedures for Type-1 instrumentation setups. The results of the data analysis include the daytime, nighttime, and day / night equivalent sound levels for each location. This analysis included the range of sound levels measured and this appears on the data sheets in '

the form of levels of L-1 and L-99. The L-1 is a statistical parameter indicating the noise level which is exceeded 1% of the j time. This could be considered the high range of the noise levels present. On the other hand, L-99 indicates the noise level exceeded 99% of the time and can be considered to be the lowest levels present at this locale.

The data sheets, also, delineate the overall A-weighted sound level measured as well as the octave band levels between the frequency bands of 31.5 to 8000 Hz center frequencies. Further-more, the appropriate regulatory criteria or guidelines appear on the forms.

The major amendment to the previous regulations consists of the
