(b): Generic Letter 88-16 dated October 4, 1988.
Dr. Murley:
Reference (a) submitted a proposed amendment to remove cycle-specific core limits from the Quad Cities Technical Specifications. Although the proposed amendment was consistent with the Reference (b) Generic Letter guidance for such requests, your Staff has requested additional detail in the Section 6 discussion of the contents of the Core Operating Limits Report (COLR). The proposed changes are shown in Attachments A and B for Units 1 and 2, respectively. -This approach was considered optional :n the Generic Letter and there is no impact on the previously submitted No Significant Hazards Consideration. 'The delineation in Section 6 of the specif k limits which will be provided in the COLR is purely administrative since other sections already identify that these limits are located in the COLR as proposed in Reference (a).
Also, as suggested by your staff, the COLR section contr.ining the Minimu:n Critical Power Ratio limits will be changed to reference Technical
. Specification 3.6.H as well as 3.5.k.

.These changes have been reviewed.and approved by On-Site and Off-Site Review. Similar changes will.be incorporated into.the LaSalle County and Dresden analogous amendment requests. Although this will not affect the
'Dresden submittal schedule, the LaSalle County request will not be submitted-until approximately August 11, 1989.
