REPLY TO NOTICE OF VIOLATION NRC INSPECTION REPORT 50-354/89-02 DOCKET NO. 50-354 HOPE CREEK ~ GENERATING STATION Public Service Electric and Gas Company (PSE&G) is in receipt of your letter, dated March 31, 1989, which transmitted a Notice of Violation involving a failure to comply with the requirements of an approved station procedure for the control of temporary modifications in the plant.
Pursuant to the provisions of 10 CFR 2.201, our response to the Notice of Violation is provided in Attachment 1.

e ATTACHMENT 1 10 CFR 2.201 INFORMATION PUBLIC SERVICE ELECTRIC AND GAS COMPANY HOPE CREEK GENERATING STATION RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT NO. 50-354/89-02 As described in Appendix A of your March 31, 1989 letter:
Contrary to the requirements of Station Administrative Procedure SA-AP.ZZ-013, Control of Temporary Modifications, two electrical jumpers were installed in the control circuit of the drywell equipment drain pumps on March 24, 1988 and were not removed, pursuant to the procedure's requirements, until discovery by plant personnel on February 5, 1989.

PUBLIC SERVICE ELECTRIC AND GAS COMPANY DOES NOT DISPUTE THE VIOLATION.
2.
THE ROOT CAUSE OF THE VIOLATION WAS PERSONNEL ERROR IN NOT COMPLYING WITH THE ADMINISTRATIVE PROCEDURE.
3.
IMMEDIATE CORRECTIVE ACTIONS:
The jumpers were promptly removed upon discovery.
A review of this incident was conducted by Operations, Maintenance and Technical Departments to identify any procedural upgrading and/or training necessary to prevent recurrences.
4.
CORRECTIVE ACTION TO PREVENT RECURRENCE:
The station trouble-shooting procedures will be revised to require the Senior Nuclear Shift Supervisor to call-out the appropriate individuals / departments, such as planning, maintenance or system engineering, when temporary modifications are under the direct control of the shift.
This change will permit work activities requiring the immediate use of jumpers or lifted leads to receive sufficient visability thereby assuring that the procedural controls identified in SA-AP.ZZ-013 are properly followed.
The trouble-shooting procedure modifications and the associated training will be completed by May 19, 1989.
For those activities which involve components, equipment or systems specifically controlled by the I
Technical Specifications (TS), an additional level of tracking is already provided through tracking action statements.
This attention prevents such an occurrence for items which directly impact the TS.
