Pilgrim Status Report for the Period January 29 - February 10, 1989:

y 1.0 Plant' Status

' As of 10:00 a.m. on January 28,1959, the reastor was critical with the .

mode switch in startup with moderator' temperature about 180 degrees Fahrenheit.

2.0 Power-' Ascension Test Program Status 4

The ' licensee completed startup physics testing and testing of equipment up to a reactor pressure of 150 pounds per. square inch gage (psig) during-a ' previous report period. However, as previously reported, a problem involving a safety-related system has delayed the licensee's Power Ascen-sion Test . Program. The' plant remained in cold' shutdown . 'until February 10, 1989, while the licensee performed modifications and repairs to the vacuum breaker block valve ' air system. Further details are pro-vided below in Section 3.0.

Activities scheduled' for the next two weeks include raising reactor pressure through. various: plateaus to normal operating: pressure, testing .

of. reactor safety relief valves from the control . room, leak inspections of the drywell and the residual heat removal . system (RHR). This . will..

complete the licensee's test program at the 0 '- 5% power plateau. As specified in the licensee's 'NRC-accepted Power ' Ascension Program,. the licensee must obtain the NRC Region I Regional Administrator's agreement to proceed beyond the 5% NRC hold point to the. 25% power plateau. The program- includes NRC Regional Administrator hold points at 5%,. 25%, 50%

and 75% .of. full power, as well as beth a licensee written report and NRC review after completion of testing at full power. The NRC Restart Assessment Panel . recommends to the Regional Administrator when the plant is ready to be released from each hold point.

3.0 Facility Operations Summary As reported in the last Pilgrim Status Report (January 14-28,1989),after plant startup on January 27, 1989, subsequent reviews of the routine air supply surveillance data for the torus vacuum breaker block valve accumulators indicated increased leakage. This increased leakage was greater than the allowable leakage limit set in the licensee's own established specifications. Due to this noted increased leakage, the licensee declared the vacuum breaker block valves inoperable and commenced a reactor shutdown at 9:55 p.m. on January 27, 1989.

' The' licensee- determined the' air leakage on January 27,~ 1989, was due-to the relief valves on'the two accumulators lifting. at. varying pressures and not tightly reseating. _The relief valves protect the valve actuators from

+ overpressurization. The licensee installed. spare-relief. valves to_ correct this; problem. Detailed NRC review of licensee actions will .be documented ~

in Inspection. Report 50-293/88-37.

Throughout the' period, ' the licensee continued- to conduct routine . surveil-lances _along with preventive and corrective maintenance.

,, 4.0 Pilgrim Restart' Staff Activities

- The1 Pilgrim Restart staff was maintained.on around-the-clock shift cover-age until January 31',1989. This coverage was reduced to two shift cover-age (16 hour1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> _ coverage) on January 31, 1989, consistent with reduced test-ing activity and the plant' shutdown. At 10:30 p.m. on February 8, :1989, around-the-clock shift coverage resumed in anticipation of plant start'up.

-This aro'und-the-clock shif t coverage was in effect at the close of this report period. The' shifts were staffed by personnel from- NRC Region _I, NRC Headquarters and an NRC contractor. - Additional Region -I personnel were onsite during portions of the period to augment ~ the resident':inspec--

tion staff.

A staff-developed inspection plan has been issued for' this period and - - -

covered _ the primary functional areas of operation, maintenance, _ surveil-

- lance .and startup testing. . The _ shift inspectors' assessed operator per-T formance, organizational interfaces, adherence to procedures and technical

' specification compliance. 'In addition, the residents .and region-based inspectors extensively followed the licensee's analyses, repairs, modifi- _

. cations and post-work testing on the air supply system to the = vacuum breaker block valves.

The Pilgrim Restart Staff continued to evaluate the performance of licen-see personnel. and the plant to determine whether the licensee should be permitted to proceed beyond the next NRC hold point which would allow the licensee to exceed 5% rated power up to maximum of 25% rated power.

Contact with the press and public continued throughout the period. The

, N94 Restart Manager has been handling inquiries from the press and the public with the assistance of the Region I Public Affairs Officer.
