Dear Mr. Matthews:
I received your March 31, 1989 transmittal of the VPMIM Directives.
In your transmittal, you reauested comments about this newly instituted mechanism.
Since my comments are generic, I am not using the response form on this occasion. By carbon copy I am also confirming this receipt to Ms. Cheryl Mantelli, as you requested in your letter. The signed form is attached for your records.
I suggest that you use this directives mechanism to remind all parties that by our MOU, separate properties, as defined in the M00 $3.1.4, require individual i
NRC concurrence both with the REA and with the Completion Report.
Furthermore, the directives' checklist should have a box indicating whether the particular directive affects an area or activity which would require explicit NRC concurrence.
If such a box is checked "N0," a short justification or explanation should be entered. The purpose of such a modification is to be consistent with the generic NRC concurrence on VP cleanups though concurrence with the VPMIM and to eliminate needless submittals to and reviews by NRC.
As a result of some realignment of NRC staff, your office should make corrections to the distribution lists for controlled copies of UMTRA Project documents.
I request that you revise your distribution list to reflect the following changes:
- 1. Dennis Sollenberger is no longer part of the NRC organization routinely dealing with UMTRAP. Giorgio Gnugnoli, of my staff, will deal with health physics issues and generic VP issues among other areas. According to our records, the following controlled-copy documents have been in the safekeeping of Dr. Sollenberger and have been transferred to Mr. Gnugnoli:
The Vicinity Property Management and Implementation Manual (VPMIM) o and all rubsequent revisions. Controlled Copy No. 36.
o The Health Physics Monitoring Plan and all subsequent revisions.
Controlled Copy No. 14.
o Health Physics Procedures and all subsequent revisions. Controlled Copy No. 22.
- 2. NRC controlled copies of individual site Health Physics Monitoring Plans and all subsequent revisions should be transmitted to the NRC project manager, as designated on the UMTRAP list maintained by P. Chapman of your office. Courtesy copies should be provided to Ed Hawkins, URF0 and Paul Lohaus, NRC/NMSS, for information.

- 3. All other controlled-copy UMTRAP documents should be transmitted to Daniel M. Gillen, who is the NRC overall VMTRA coordinator.
In addition, it would help us significantly if you would send to me a listing of UMTRA Project Controlled-Copy Document Titles, and their associated numbers, which you believe are being maintained by the NRC. This will enable us to examine whether we are up.to_date with respect to the most recent revisions.
I would also like to suggest that you keep your controlled copies and revisions on plain white bond paper, since colored pages tend to photocopy poorly. Due to NRC document control policy, we do not receive originals except in limited cases.
