Mr._ Victor Stello, Jr.
Executive Director for Operations
SUBJECT:
- Calvert Cliffs Nuclear Power plant Unit Nos. 1 & 2; Dockets Nos. 50-317 & 50-318 Imorent of Calvert Cliffs Performance
~Gentismen:r In your letter of December 16, 1988, to our Mr. E. A. Crooke, Calvert Cliffs was categorized as requiring close monitoring.. As a result of the subsequent meeting on December 21, 1988, we indicated our intent to
. subeit a _ plan of action in early March,198g. Beginning the first week of January, we have undertaken an intensive effort to assess the root causes of and develop com>rehensive corrective actions for declining performance assessed over tie last two years. This effort has been our first priority and has involved amut 25 of our management and supervisory personnel. We believe we are making good progress. Additionally, as you are aware, as of February 1,1989, Mr. G. C. Creel was appointed as Vice President - Nuclear Energy. Mr. Creel is becoming involved in this process and is providing additional management direction.
- As I mentioned, we continue to make good progress towards a true root cause assessment and the development of appropriate corrective measuiu.
The process that we are using is aimed at correcting management weaknesses and accouhtabilities by working within the line organization to obtain broad-based :;upport. This broad participation of our management and supervisory staff is providing valuable insight and ownership to the process.
It is also taking somewhat longer than we had originally planned. We think this time has been and will be well spent.
We will continue these efforts on a first priority basis and expect to submit our action plan to you by April 7,1989. ~
very truiy yours, 1
