SUBJECT:

NEETING WITH NUMARC/EPRI As a result of William Rasin's (NUMARC) letter of February 2,1989 to you, a meeting was held on April 12, 1989 at tie offices of NUMARC,1776 Eye Street, Washington, D.C. to discuss liaison bet <cen the NRC Nuclear Plant Aging Research Program (NPAR) and NUMARC/EPRI. A list of attendees and the agenda is enclosed (Enclosures 1A and lB).

j The goal of the meeting was to discuss past interactions between the NPC and the Equipment Qualification Advisory G oup (EQAG) on aging research and NUMARC's new role in future interaction!.

It was agreed that this meeting would be limited to a discussion of plant aging issues and that life extension would not be discussed.

A review of past interactions between EPRI and the NRC was presented by George Sliter (EPRI) (Enclosure 2). There was an extended discussion of the definition of terminology related to aging degradation mechanisms and their managerent and mitigation. This was followed by a discussion of EPRI general comments on NPAR reports (Enclosure 3). The review of NPAR reports has usually been made by the EPRI consultants, namely, MPR, Holtzman and Fletcher Associ-ates, supplemented by an occasional added review by one or more of the 55 member utilities in EQAG.

EPRI aging research activities (Enclosure 4) were reviewed by George Sliter, and RES/DE aging research activities (Enclosure 5) were reviewed by Jit Vora.

The followino set of action itens was developed at the end of the meeting (Enclosure 6).

Circuit Breaker (CB Owners Group report and also the SQUG seismic data base. They believe that the Westinghouse CB problem has been resolved and the NRC BNL aging study on CBs is unnecessary. They also believe the SQUG studies of circuit breakers and relays provide adequate evidence of their seismic ruggedness.

NRC will discuss with OGC whether there are problems in sending draft NRC cortractor reports for review by NUMARC and EPRI prior to placing them in the PDR. Unless otherwise advised by OGC we will send draft copies of HPAR reports to Alex Marion of NUPAPC with a copy in paral-lel to George Sliter of EPRI.

NUMARC will provide a list of components for which they believe non-nuclear aging experience is available and is relevant to nuclear plants.

A proposal was made by EPRI for a joint NRC/EPRI-NUMARC sponsored limited workshop to attempt to reach consensus on a document on appropriate terminology relative to aging degradation mechanisms and fheir management and mitigation.

They would like to see agreement on documented terminology by June 1990.

6.

NUMARC will send NRC a memoran6Jm outlining industry research initiatives on the management of aging.

7.

NUMARC requested that NRC direct future requests to obtain naturally aged plant equipment or to request assistance in conducting mainte-nance surveys at operating utilities to NUMARC.

Previously such requests were sent to EPRI.

8.

NUMARC will summarize and send the NRC inforltation on INP0's efforts to use root cause analysis in reporting nuclear plant equipment failures as input to the NPRDS.

9.

EPRI agreed to search for cables removed from operating utilities that might be used in the NRC/SNL study of chlorine release from cables aged at high environmental temperatures. They will also look for aged circuit breakers for the NRC/BNL study. Aggarwal is.o send NUMARC/

EPRI a copy of the CB test plan and Farmer to send a copy of the task order on the cable aging chlorine release study.

10. Sliter (EPRI) will send NRC a copy of the Ontario Hydro report on the aging of large motors.
11. Additional opportunities for in-situ assessment of aged components were discussed with no specific action agreed upon.

Identifying Utility Sources of Batteries for Use in APAR Program Testing By letter dated 6/5/87, Idaho National Engineering Laboratory (INEL) responded to EPRI/EQAG comments on the NPAR Phase I report -for Class 1E Batteries.

In the letter, INEL stated that batteries of various designs need.to be tested and that INEL would welcome the opportunity to include batterie1 that EPRI or interested utilities could provide.

In September 1987, EPRI initiated efforts to identify utilities that would be willing to provide typical, naturally-aged battery cells for the INEL test program.

An EPRI letter was transmitted to the EQAG requesting utility partici-pation, and in parallel, telephone calls were made to battery vendors and cther organizations that could identify battery cells available for testing.

As a result of these efforts, several potential battery donors were iden-tified. How~ever, most of the available cells ure determined to be unsuit-4 able for the INEL program. Following is a summary of the activities to date.

1.

The three major manufacturers of nuclear plant batteries were con-tacted. GNB was in the process of extending the qualified life of its nuclear-qualified batteries beyond 15 years and was unwilling to supply any cells for the INEL program. Exide stated that it was unlikely that any of its cells that had been naturally aged in oper-3 ating plants would be available to INEL because qualified Exide. bat-teries were introduced only about 8 years ago and would not be nearing the end of their qualified life. C&D did not offer to supply any cells but ' identified a few utilities that were planning or had recently completed battery replacement.

2.

Several utilities were willing to provide battery cells for testing; but, for various reasons, the transfer was not effected. The reasons included:

a.

The available' cells were too small to simulate typical safety-related cells in use at nuclear plants.

b.

The available cells were in poor condition or were experiencing

" pink cell" resulting from copper contamination of the electrolyte.

INEL concluded that the cells exhibiting pink cell were not suitable because the pink cell could adversely affect seismic performance.

c.

The condition of the cells was uncertain, or no equipment history was available.

d.

The utility had already disposed of the replaced cells.

3.

Some promising leads from volunteer utilities had to be abandoned because of NRC re: = arch budget cuts in late 1987.

The reduction in funding lef t no money for implementing the battery test program at INEL.

By mid-1988,- INEL had obtained battery cells from Shippingport and-the Advanced, Test Reactor.

However, these cells were. not represen-tative' of current nuclear plant batteries and were not.in good con-dition.

5.

During 1988, EQAr, utilities continued to provide infrequent. leads

~

regarding the availability of used battery cells.

These were referred to INEL.

One of these leads came from Arkansas Power & Light (AP&L).

In late 1988,~ AP&L. supplied INEL with several naturally-aged - battery cells that were typical of nuclear plant qualified batteries.

At present (3/88), INEL has scheduled seismic testing on the AP&L-supplied cells in May.1989.

report on the test results is scheduled to be issued by the end of FY '8c.
