INTRODUCTION In the late afternoon of August 8,1989, the date on which the NRC Staff's proposed findings of fact and conclusions of law were due to be filed, it became obvious to Staff counsel that because of mechanical difficulties encountered earlier in the day the Staff's filing could not be completed in time for filing that day.
Staff counsel telephoned the Board after 5:30 p.m. and was told that no members of the panel were available.

Staff counsel reached Mr. Larsen by telephone this morning and indicated to him that it would send his copy by express mail so that the lateness in filing would cause him no inconvenience. Mr. Larsen did not i
object to this arrangement.
Copies for the Licensing Board members are being hand-delivered.
