SUBJECT:
SUPPLEMENTAL SER ON SOUTH TEXAS SURGE LINE STRATIFICATION The staff of the Mechanical Engineering Branch and its consultant visited Westinghouse and the South Texas plant site during the week of January 30, 1989. The purpose was to conduct an audit on the licensee's response to actions requested by NRC Bulletin 88-11 regarding pressurizer surge line stratification.
The audit team discussed open issues with the licensee, reviewed surge line calculation packages and conducted a walkdown. We con-cluded that the South Texas plant Units 1 and 2 has made acceptable efforts to meet the requested action items 1.a and 1.b of Bulletin 88-11. All open issues in the area of EMEB's review as delineated in Supplement 6 of the South Texas Unit 2 SER were closed. However, the licensee is committed to verifying transients used to ensure Code compliance when plant-specific data from Unit 1 is completed at its first cycle refueling outage. As a result of this staff audit, a supplemental SER is enclosed.
