Dear Mr. Ravenscroft:

This is in regard to a request for approval of a route to be used for transport of spent reactor fuel as contained in your letter of February 9,1989.

The route from Norfolk International Terminal, Norfolk, Virginia to' the Department of Energy Savannah River Plant, Aiken, South Carolina, including the transient ports of Port Elizabeth, New Jersey and Baltimore, Maryland, as requested in your f

letter is judged to meet the regulatory requirements in accordance with 10 CFR 73.37 j

for shipment of spent fuel under import license ISNM-79007 and is approved through December 31, 1989.

In the event your carrier is required to deviate from the approved route, please call _ the contact listed on page 2 of this letter as soon as possible'providing the. details.

Arrangements with law enforcement agencies along the route as required by 10 CFR 73.37 (a)(2) have been completed by the NRC staff. Data relating to these arrange-ments and a copy of the approved route are enclosed. This information is to be incorporated into your shipment plans and provided to your carrier along with instructions recarding its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief in this regard.

Please note that the notification requirements of 10 CFR 73.37(f) and 73.72 for each shipment still apply. Writter, notif ution must designate exactly how a.any indivic-ual shipments are to be included.

Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis. These' safe havens were designated by the NRC route analysis teams with the assistance of law enforcement agencies along the route, as available, for tempo-i rary refuge until appropriate assistance arrives. The basic criteria used to identify a safe haven were availability of a large parking area, nighttime lighting, where possible, and rapid law enforcement response to the safe haven.
