Letter from R. Stols to T.E. Murley dated March 31, 1989.
Dr. Murley:
Reference (a) transmitted an application for amendment to Facility.
-Operating Licenses DPR-29 and DPR-30, Appendix A, Technical Specifications.
The amendment was proposed due to the observation of abnormal ground water leakage in the access tunnels to the High Pressure Coolant Injection (HPCI) tunnels and subsequent identification of a leak in the "B" loop of the'
/
Residual Heat Removal (RHR) Service Hater System.
The proposed change would have allowed the "B" loop of the RHR heat exchangers on each unit to be fed
-from the Unit 1.RHR "C" and "D" service water pumps via cross-tie line.
The application was submitted in anticipation of further deterioration-of the pipe crack which would require isolation of the Unit 2 "C" and "D" RHR service water pumps.
Quad Cities has performed weekly surveillance of the RHR Service Water System to monitor for further pipe degradation.
No evidence.

Based on the results of the increased surveillance monitoring, Commonwealth Edison believes this application is not required at this time, and, therefore, requests that the application be. withdrawn.
The application for this amendment may be resubmitted under exigent or emergency circumstances in the event that:
(a) a catastrophic failure of the pipe were to occur; or (b) surveillance monitoring indicates that isolation of the pipe would be prudent; or (c) the new piping cannot be tied into the existing system within the seven (7). day timeclock for RHR service water loop out-of-service conditions prescribed in the Technical Specifications.
