' Enclosed is a copy of the final exercise report for the November 2,1988,
~ full participation joint exercise of the offsite radiological emergency preparedness plans for the Farley Nuclear Power Plant. The Farley Plant is.
located ~in the eastern part of Houston County, Alabama, near the Chattahoochee River. States participating included Alabama and Georgia. The local offsite.
jurisdictions that fully participated in the exercise.were Houston and Henry Counties in Alabama, and' Early_ County in Georgia, all located' in the 10-mile
-plume emergency planning zone.
.The exercise report was prepared by Region IV staff of the Federal Emer gency Management _ Agency (FEMA).. There was one deficiency identified for Houston County during this' exercise as a result of the Alert and Notification system-failure to activate. The malfunction was corrected on November 3, 1988, and several silent tests were satisfactorily conducted on Novembet,, 1988.
A-complete remedial test of the siren system was satisfactorily. conducted.on
~ November 9, 1988. There were also six areas requiring corrective actions.
Based en the results of.this exercise _and the remedial, the_ State of Alabama and_ Houston County and.the State of Georgia and Early County demonstrated the
. capability to_ protect the health and safety of.the public in.the event.-of a radiological emergency at-the site. Therefore, the 44 CFR 350 approval granted E
on March 11, 1981, will remain in effect.
FEMA Region IV. staff will furnish a copy of this final exercise report to the
' States of Alabama and Georgia. They will assure completion by the States of the necessary corrective actions.
