20555 Subj ect: Response to Confirmatory Action Letter (CAL) Request (CAL-RIII-89-008): Return of Shift Supervisor to Licensed Duties Gentlemen:
During a. conference call on May 1, 1989, Toledo Edison advised Nuclear Regulatory Commission (NRC)' Region III management of the assessment process and proposed action plan for returning the Shift Supervisor involved in the December 18, 1988, improper withdrawal of Group 3 Safety Rod to licensed duties. The Company discussed what actions had been taken to assure the suitability of this individual to perform licensed duties as a Shift Supervisor and what activities remained. On June 13, 1989, all outstanding actions vere satisfactorily completed and the individual was returned to licensed duties as a Shift Supervisor. A brief summary of the assessment results and the completed plan are enclosed.

This letter provides Toledo Edison's complete response to NRC Confirmatory Action Letter CAL-RIII-89-008 dated March 10, 1989.
