20520 Dear Mr ernthal:

I am responding to your letter of July 17, 1989, concerning the President's proposal to negotiate a Science and Technology agreement with Hungary.

In view of your recommendation that the Nuclear Regulatory Commission (NRC) be represented in the negotiating sessions to take place in Budapest from July 31 to August 2, 1989, I have-designated James R. Shea, Director of NRC's Office of International Programs, as the Commission's representative on Ambassador de Vos' delegation.

Although wa are pleased to participate in-the U.S. initiative, I want to emphasize that current resource limitations do not permit NRC to engage in major cooperative efforts with addi-tional countries such as Hungary.

Accordingly, Mr. Shea will not commit NRC to future cooperative activities, but will attempt to understand U.S. and Hungarian expectations and interests related to nuclear safety matters and will be available to answer questions about NRC's activities and priorities.
