Gentlemen:
On February 5, 1988, TU Electric submitted a final report logged TXX-88185 l
addressing violations of the spacing requirements for concrete embedments.
l' The purpose of.this supplemental report is to revise statements made in TXX-88185 regarding the corrective action for the above referenced SDAR's.
As stated in TXX-88185, the Unit I corrective actions for this issue were 1mplemented in two phases.
In Phase I, improved control of in-process and l
future concrete attachments was established through revision of Specification l
2323-SS-30, and the revision or generation of implementation procedures.
The list of specific procedure numbers referred to in TXX-88185 is no longer correct. The procedures required to complete Phase I are available for NRC-review at CPSES.

l' As stated in TXX-88185, Phase II corrective actions involved:
l
- 1) A 100 percent field engineering walkdown of concrete attachment j
installations in accordance with CPE-SWEC-FVM-EE/ME/IC/CS-90.
- 2) Verification and evaluation of existing concrete attachment violations per Procedure ECE-9.04-05 " Post Construction Hardware Validation Program
- Engineering Evaluations," with the analysis performed in accordance with DBD-CS-015.

- 3) The inspection of any rework resulting from the analysis will be l
performed using spacing requirements of Specification 2323-55-30 Revision 3.
The following corrective actions were performed in lieu of items 1 and 2 above:
- 1) A field engineering walkdown of a sample of concrete embedments was performed using Field Verification Method CPE-SWEC-FVM-CS-075 and procedure ECC-10.31 (instead of CPE-SWEC-FVM-EE/ME/IC/CS-90).
Engineering evaluations were prepared to provide the justification for accepting all of the embedments based on a field engineering walkdown of less than 100 percent of the embedmsits.
- 2) Verification and evaluation of existing concrete attachment violations were accomplished per Procedure EC-9.04, " Control of the Post l
Construction Hardware Validation Program Manual," and ECE-9.04-05 " Post
. Construction Hardware Validation Program - Engineering Evaluations," with the analysis performed in accordance with DBD-CS-015.
Additionally, as a result of the implementation of the revised item 2 activities, spacing violations were documented on nonconformance reports and dispositioned use-as-is. Therefore the rework discussed in TXX-88185 (item 3 above) is no longer applicable.
The Unit I corrective actions required to resolve SDARs CP-86-04, CP-79-08.
CP-86-44, CP-86-59, and CP-85-18 are complete. The Unit 2 corrective actions will be completed prior to Unit 2 fuel load.
