Docket No. 50-482:- Sierra Club 10 CFR 2.206 Petition Gentlemen The purpose of this letter is to provide information related to the petition filed by the Sierra Club in accordance with 10 CFR 2.206.-
Wolf Creek Nuclear Operating Corporation (WCNOC) believes that issues raised concerning the' Wolf Creek Generating Station (WCGS) Quality First-Program in the Sierra Club petition have been previously reviewed in. depth by the NRC Staff and that the previous Staff conclusion that no substantial safety concerns. exist remains valid.
WCNOC believes that the correspondence referenced in the Attachment may be useful in responding to the 10 CFR 2.206 petition filed by the Kansas Chapter of the Sierra Club on January 31, 1989.
The WCGS Quality First program is a voluntary program operated by WCGS and is not synonymous with the quality assurance program required by 10 CFR 50, Appendix B.
The Quality First program consists of administrative and investigative measures to ensure that quality concerns relative to safe plant operation, quality of work, compliance with requirements or management are properly evaluated, investigated, dispositioned, and documented.
The intent in establishing the Quality First program was to provide a mechanism for people working on the WCGS project to confidentially report to an independent organization any concerns they might have regarding WCGS.
The program was created not to meet any regulatory requirement or commitment, but rather because it was seen as an aide to the safe operation of WCGS.
The NRC has conducted numerous reviews of concerns investigated by WCGS'S Quality First program since its inception in March 1984.
The Attachment to this letter provides e listing of correspondence that discusses the Quality First program and concerns investigated by the j-program.
