Dear Mr. Matthews:
j We have recently completed a final version of a draft Staff Technical Position (STP) entitled " Design of Erosion Protection Covers for Stabilization of Uranium Mill Tailings Sites." The availability of this position will be noticed in the Federal Register very soon.
The contents of the position reflect many of the agreements reached between NRC and DOE in various Erosion Protection Working Group meetings. However, it should be noted that the STP may not agree exactly with procedures that were developed in the Technical Approach Document (TAD) or in the design procedures developed by the Remedial Action Contractor. These differences do not mean that current DOE design procedures are incorrect or unacceptable; rather, the STP design procedures are but one of many possible acceptable design methods for stabilizing uranium mill tailings. For the most part, the procedures that are now discussed in various DOE design documents remain acceptable.
We request that DOE review the enclosed STP and provide comments by October 13, 1989.
