Specifications for operation of the Monticello. Nuclear Generating Plant.

located in Wright County, Minnesota.

The amendment was effective as of the dated of issuance.

The amendment. changed Table 3.11.1 (page 214) of the plant Technical Specifications to add a 45,000 tiGID/MTU' Maximum Average Planar Linear Heat Generation Rate (MAPLHGR) for fuel types P8DRB265L ar.d BP80RB265L in order to extend the length of the current operating cycle through to August 1989 and meet. expected power demands during the peak load summer m'onths of 1989.

-The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954', as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings, as required by the Act and the Commissions rules and regulations in

-10 CFR Chapter I, which are set forth in the license amendment.

' Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on February 22, 1989 (54 FR 7621).

The Commission has prepared an Environmental Assessment related to the action and has determined not to prepare an environmental impact statement.

Based upon the environmental assessment, the Commission has concluded that the issuance of this amendment will not have a significant effect on the quality of the human environment.

Fcr further details with respect to this action, see (1) the application for amendment dated January 31, 1989, as supplemented by letter dated February 3, 1989; (2) Amendment No. 67 to License No. DPR-22; (3) the Commission's related Safety Evaluation and Environmental Assessment.

The United States Nuclear Regulatory Commission-(the Commission) has issued Amendment No. 67-to Facility Operating License No. DPR-22, issued to the Northern States Power Company (the licensee), which revised the Technical Specifications for operation of the Monticello Nuclear Generating Plant, located in Wright County, Minnesota.
