Note to Leland C. Rouse TELEPHONE CONVERSATION, WESTINGHOUSE ELECTRIC CORP, RE: SAFETY ASSESSMENT On April 17, 1989, Wilbur Goodwin and Ed Reitler called to discuss the ,

feasibility of not having team assessments this year or as an alternative, no  !

assessment fees. I responded that because the Commission's Five Year Plan  !

called for such assessments and because of the stress on fee recovery, I could offer no hope.

1 Goodwin stated that they project a $40 60K fee but had not budgeted for this amount. I indicated that such an amount seemed to be on the high side, but until Region II assembled the team, we could not estimate the cost. Goodwin stated they had a special ALARA inspection this year and that was enough. I indicated that Region II would take this into consideration when assembling the team.

Goodwin said Paul Loch, Plant Manager, was adamant about protesting since most of their competitors would not be assessed such a fee for several years. In response to his questions, I suggested Mr. Loch address his concerns about fees ,
