_ FACILITY OPERATIllG LICENSES The U.S. Nuclear Regulatory Comission (Commission) has issued Amendment No.131 to Facility Operating License No. NPF-3, issued to Toledo Edison CompanyandTheClevelandElectricIlluminatingCompany,(thelicensee),which revised the Technical Specifications fer operation of the Davis-Besse Nuclear Power Station, Unit 1, located in Ottawa' County, Ohio. The amendmant was offective as of the date of issuance.

The amendment modified the Technical Specifications to remove the operability and surveillance requirements for the Auxiliary Feedpump Turbine Inlet Steam Pressure Interlocks from the Technical Specification requirements for the Auxiliary Feedwater Pumps but retained the requirements for the interlocks in the Technical Specifications for protection against the effects of a rupture of the steani lines to the Auxiliary Feedwater Pump Turbines.

j The application for the amendment complies with the standards and l

requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Consnission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
