Gentlemen:

On March 23, 1989, TV Electric notified Mr. J. S. Wiebe of the NRC of a deficiency involving Fisher control valve actuators.

Specifically,.three l

Component Cooling Water valves failed to fully close when stroke tested under system flow.

Two steam supply valves for the Turbine Driven Auxiliary Feedwater Pump turbines are also suspected of having inadequately sized valve i

stems.

TV Electric is continuing the evaluation of this issue's im3act upon the safety of plant operations.

TV Electric's next report on tais issue will be i

submitted prior to Unit 1 fuel load.
