OnApril20}DivisionofPSNHtodiscusstheapplicants'sourceofdecommis-1989, the NRC staff met with representatives of New Hampshire Yankee (NHY sioning funding and supplemental financial assurance arrangements to deal with the concern of time value of goods and services in the future.

NHY noted that the applicants proposed to provide supplemental financial assurance consisting of prepaid zero coupon treasury bonds maturing on a schedule that would make up the difference between the funds supplied by the i

surety bond and the amounts required to cover decommissioning costs items set forth in the December 21, 1988 Commission decision (CLI 88-10) plus an appropriate allowance for inflation. The additional funds, about $29.6 million, are projected zero coupon treasury bond maturities value based on an initial escrow deposit of about $4.7 million. The meeting went on to discuss supplemental funding needed to take inflation into account on the 25% cost contingency used in CLI 88-10.

The staff recommended that the applicants should contact the Department of Energy (DOE) to confirm that the fuel disposal costs under the particular circumstances that could arise (i.e. low fuel burn-up because the facility had operated only up to 5% of rated power and then had to decommission) is covered by their DOE contract. Also, the applicants should confirm that the

$13 million will be sufficient to cover such costs.

The staff stated it expects to issue, the week of April 23, 1989, the results of its review and evaluation of the NHY's information furnished in this meeting.
