ENCLOSURE SQN SECONDARY DRAWING PROGRAM This enclosure describes the methodology that has been implemented at SQN for maintaining secondary drawings and for conversion of secondary drawings to configuration control drawings (CCDs).
Primary drawings are defined as drawings that are necessary to start up, operate, and shut down the plant, including both normal and emergency operations.
For the purposes of this enclosure, secondary drawings are defined as those drawings that are not l
considered to be primary drawings.
A system has been established for collecting outstanding design changes related to plant configuration and posting these changes until the drawing is updated. This combined data base and tracking system, the Design Change Document Tracking System (DCDTS), improves the identification and accessibility of plant : configuration information by monitoring the status of design changes and drawings originating from the current design cnange process. Configuration change documentation from unincorporated design changes from the previous design change process, drawing deviations, and changes made by temporary alteration control forms (TACFs), which were previously monitored by other systems, have been consolidated into the DCDTS.
DCDTS monitors the number of installed configuration changes that have not yet been reflected on a specific drawing, termed " hits" against the drawing, and marks the drawing for update when a threshold of five hits is reached.
The drawing is then updated within 90 days. All five hits posted against the drawing are incorporated at the time of update, including the conversion to a single CCD. This process is more efficient than incorporating design changes on drawings one at a time.
It should be noted that Final Safety Analysis Report drawings will be updated annually in accordance with 10 CFR 50.71 even if less than five hits exist at that time.
During initial system operation, DCDTS provided a list of those drawings with sufficient hits against them to meet the updating criterion.
Because of the number of drawings on this initial list, it will not be possible to update all these drawings within the prescribed 90-day period.
However, TVA is developing detailed estimates and schedules to expedite updating these drawings and anticipates this effort will be completed during Fiscal Year 1990. This initial surge of drawings is tne only group anticipated to take longer than 90 days to update, i.e., other drawings reaching the update threshold that are not on the initial list will be updated within 90 days.
TVA may also elect to update some drawings in advance of reaching the update threshold.
In summary, the methodology provided in this enclosure describes the SQN secondary drawing program.
This program enhances the system for identifying and tracking plant configuration changes while also providing improved access to information and a more efficient drawing update process.
