We.have received the enclosed Federal Emergency Management Agency (FEMA) letter, dated July 14, 1989, which transmitted the revised FEMA Exercise Report from the June 1987 exercise at the Zion Nuclear Generating Station.

No deficiencies were observed during~that exercise.

However, 19 Areas Requiring Corrective Action (ARCAs) were identified.

Based on the schedule of corrective actions, FEMA has concluded that offsite radiological emergency preparedness is adequate'to provido reasonable assurance that appropriate measures can.be taken by. State and county officials to protect.public health and safety in portions of the States and counties of Illinois and Wisconsin

'which are in the vicinity of the Zion Station.

FEMA planned to verify

corrective actions on these ARCAs during.the May 1989 exercise.

We: understand that'the successful completion of. corrective actions on items identified by FEMA' involves actions by organizations other than Commonwealth Edison Company.- Nevertheless, we expect that your staff will continue to devote the' attention'necessary to resolve these offsite emergency planning concerns.

Dear Mr. Congel:

Enclosed is a copy of the final report for the full-participation exercise conducted on June 23, 1987, site-specific to the Zion Nuclear Power Station.

The State of Illinois, Lake and Gurnee Counties, the communities of North Chicago, Park City, Waukegan, Winthrop Harbor, and Zion; the State of Wisconsin and Kenosha County, as well as the Commonwealth Edison Power Company, fully participated in the exercise.

The report, dated August 28, 1987, and revised February 3, 1988, and July 5, 1989, was prepared by the Federal Emergency Management Agency (FEMA) Region V staff and transmitted to FEMA Headquarters on July 6, 1989.

There were no deficiencies observed during the June 23, 1987, exercise.

The report identifies 19 Areas Requiring Corrective Action.

The FEMA Region V staff has reviewed the schedule of corrective actions provided by the State of Minnesota in response to the exercise weaknesses l

identified, incorporated them into the final report, and has I

forwarded a copy of this report to the State.

Additional verification of corrective action was provided by FEMA Region V during the May 3, 1989, exercise of the Zion i

Nuclear Power Station.

Based on our review of the final exercise report and i

schedule of corrective actions, FEMA considers that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate offsite measures can be taken to protect the health and safety of the public living in the vicinity of the Zion Nuclear Power Station, in 1

the event of a radiological emergency occurring at that site.

Additional information on offsite emergency preparedness will be provided in FEMA's report on the May 3, 1989, exercise site-specific to the Zion Nuclear Power 1

Nuclear Power Station' granted under 44 CFR 350 for the State of Illinois on March 2, 1984, and for the State of Wisconsin on August 2, 1984, continues to be in effect.
