l This is to formally notify you of our plans to conduct a team assessment of the j

West Valley Demonstration Project during the week of September 11-15, 1989. This j

assessment is viewed as part of the U.S. Nuclear Regulatory Commission's

]

(NRC) monitoring responsibilities mandated by the 1980 West Valley Demonstration

(

Project Act. The assessment will be conducted by a team of NRC inspectors from the Region I office, plus one NRC consultant. The names and areas of interest of the team members are listed in the attachment.

I will also attend.

The assessment will focus entirely on topics related to the Vitrification Facility, with the emphasis on aspects of the Vitrification Facility design, construction, and operation that could have implications for off-site safety.

l We understand that the Vitrification Facility will not start hot operations until 1992 at the earliest, but we believe that it is useful to conduct a relatively small team assessment at an early stage, before construction is

. completely finished and while the equipment and piping are still accessible.

While the size of the team is smaller, we expect the logistics of the assessment to be handled in much the same way as the team assessment of January 1988. The team will arrive at the site around lunchtime on Monday, September 11, and will hope to spend Monday afternoon meeting with those of your staff and. contractors I

who will be involved in the assessment. The assessments themselves will occupy all of Tuesday, Wednesday, and Thursday. Friday morning we will present our preliminary findings. The team will plan to leave the site around lunchtime Friday.
