Gentlemen:
In response to the weaknesses identified in the inspection conducted by Mr. N. M. Terc during the period November 15-17, 1988 (Reference 1), Public Service Company of Colorado (PSC) committed in Reference 2 to revise the Procedure EP-CLASS, to incorporate a loss of power Emergency Action Level (EAL) and to reorganize the EAL format to present the Eats from the most severe to the least severe.
Training and implementation of the revised procedure were to follow. PSC also committed in Reference 2 to train on and implement specific revisions to the current RERP-CR Notification Form, and to develop, train on and implement a follow-up notification form.
All licensed personnel are scheduled for requalification in May, 1989. PSC does not want to change the procedures just prior to requalification testing -and plans to conduct the requalification testing and then train on the new procedures. This training will be complete by July 31, 1989.
