Vogtle Electric Generating Plant - Unit 2 USNRC Inspection Report 50-425/88-37 The Georgia Power Company wishes to submit the following information concerning the violation identified in the referenced inspection report.
Violation 50-425/88-37-01, Failure to Detect Damage on Pressurizer Surge Line.
The Georgia Power Company (GPC) acknowledges the violation as identified in the USNRC report.
However, we do not agree that the damage was present and missed during the May 9, 1988 inspection.
The damage discussed in the violation is typical to damage that occurs during normal construction operations.
There are programs and procedures in place to address and correct these type conditions.
GPC concludes that the damage occurred during welding operations in close proximity to the damaged pipe.
The above damage was reported on Pullman Power Products deviation report PP-18142, dated June 29, 1988.
The damage was repaired and the deviation report was closed June 30, 1988.
Pullman Power Products Quality Control Inspectors performed a walkdown of uninsulated pipe on July 20 and 21, 1988 and no additional damage was noted.
Responsible managers have been requested to inform their personnel to report any observed welding or mechanical damage to any permanent plant pipe or equipment. The insulation contractor does an inspection of the pipe or equipment prior to placing i
insulation.
If a problem is found Pullman is notified and the appropriate corrective actions initiated.
Procedures are in place to assure components are free from damage upon system and room / area turnover from Nuclear Construction to Nuclear Operations.
Full compliance was achieved on July 21, 1988.
