This letaer is of fered in support of the proposed rule clarification con-cerning the need for an initial warning system (sirens) during low power testing.

Low power (5%) operation, by definition, provides an oppertunity to test a plant and its systems .st a level of risk significantly less than the already low risk of full power operation. This has been determined to be true as a general statement, for any nuclear power plant. In the specific case of Seabrook Station, any risk is further reduced by the higher than average degree of safety inherent in that plant's design. This exceptional strength and safety has been demonstrated in repeated studies and assessments.

It is unfortunate that opportunistic public officials are willing to jeopardize the regions and the nations health, wlefare, and economy by mis-applying narrow interpretations of the licensing regulations. It is incumbent on the NRC to strengthen and clarify these regulations whenever it is recognized that they are not being used for their purpose, i.e., to ensure the safe genera-tion of nuclear power.
