For Certificate of Ccupliance No. 5450 (Docket 71-5450)-
W e Westinghouse Electric Corporation hereby suhuits this application for an arerdir.ud. to Certificate of Compliance No. 5450 (Docket No. 71-5450) for the RCC fuel shipping container. The only change requested as part of this application is to increase the authori:Jd maximum U-235 enrichment for all Westinghouse 14x14 and 16x16 fuel designs to 5.0 wt;% when shipped in the RCC container with Gadolinium oxide poison plates. The melear criticality safety analyses (Attachment 19) was previously revird to justify these U-235 enrichment increases to 5.0 wt%. Pages 19-21 and 19-25 of the existing license are representative of criticality model inputs for 14x14 and 16x16 fuel designs, respectively. Table 8, page 19-20 of the existing license summarizes the ISO calculated results for the Maximum Credible Accident for RCC containers with Gadolinium Oxide poison plates.
Page 18-4, provided as an attachment, has been revised to reflect these enrichment increases.
Your timely review of this application would be appreciated as Westinghouse has need to make a shipnent of these fuel designs during the first week of June of this year.
Enclosed is a check in the amount of $150 in payment of the application fee specified in 10CFR170.'31 for this application.
