L . During an inspection conducted on February 6-10, 1989, the implementation of your quality assurance program at the Neponset, Highland, and Cocassett plants was reviewed. The results of the inspection revealed that one of your activities was not conducted in accordance with NRC requirements. This item is set forth below and has been classified as r.onconformance with the require-ments of Appendix B to 10 CFR 50.

Criterion V of 10 CFR 50, Appendix B, states in part, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type...for determining that important activities have been satisfactorily accomplished."

The Foxboro (TFC) Company procedure 3.18.3, Revision C, dated October 27, 1986, states that the Nuclear Safety Subcommittee should be convened to evaluate problems identified in repair orders.

Contrary to the above, the Nuclear Safety Subcommittee was not convened to evaluate problems identified in the repair order 88R-94760 for two safety-related N-2AX+SLM type pressure signal limiter printed circuit boards. The circuit boards were recently supplied to Millstone 2 and were returned to.TFC after determining that the N-2AX+SLM circuit boards were inoperable.
