Docket No. 50-353 Construction Permit No. CPPR-107 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 i

SUBJECT:

Limerick Generating Station, Unit 2 Request for Operating License Gentlemen:

Philadelphia Electric Company (PECo) letter dated June 5, 1989, notified the NRC that we expect to complete construction and preoperational activities necessary to support the initial fuel loading of Limerick Generating Station (LGS) Unit 2 as early as June 16, 1989, but no later than June 30, 1989.

Since that letter, activities have progressed sufficiently to forecast that these activities will be complete on June 21, 1989.

Therefore, this

-letter confirms that we will be ready for the NRC to issue the Operating License for LGS Unit 2, in accordance with 10 CPR 50.'50, which permits the initial loading of fuel to begin on June 21, 1989.

This letter also provides clarification of information contained in our letter of June 5, 1989.

Specifically, Attachment 2 to the June 5, 1989 letter identified the Turbine Enclosure HVAC Final Air Balance pre-operational test as a test that may not be completed by Unit 2 fuel load.

In fact, the entire Turbine Enclosure HVAC pre-operational test (P33.1) may not be completed prior to fuel load.

As explained in Attachment 2 to our June 5, 1989 letter, the Turbine Enclosure HVAC System is not safety related and therefore the pre-operational test will be completed prior to startup Test Condition "Heatup" (Mode 2), so that it can be placed in service in accordance with General Procedure 2,

" Normal Plant Startup".
