REVIEW 0F DRAFT REPORT ENTITLED "THE RULEMAKING HISTORY OF GROUNDWATER TRAVEL TIME: FROM THE 1980 ANPR TO THE-1985 FINAL RblE" I would appreciate a review of the attached subject report by members of your Branch. The report was prepared by Mr. Fred Ross of the Hydrologic Transport

'Section as part of his efforts on the potential rulemaking, identified in SECY.88-285, related to the groundwater travel time regulatory requirement.

Mr. Ross' extensive review and evaluation of pertinent 10 CFR Part_60 background r material documents the rationale for groundwater travel time as recorded in the regulatory history. The report will serve as a basic reference for staff and

. management on future groundwater travel time rulemaking activities.

Our current plans are to examine the regulatory and technical merits of .

groundwater travel time and to examine possible technical and regulatory I variations, alternatives or optior.s. From this work, an options pape: will be prepared in which the regulatory and technical advantages and disadvantages of

.possible-options will be presented. The options paper will provide the basis for staff and management decisions on the proper course for conducting the rulemaking. The subject report will provide the background section for the options paper.

Written comments and mark-ups are needed by July 10, 1989, particularly from John Randall, Clark Prichard, and Tom Nicholson if possible. Questions regarding this review may be addressed to Mr. Fred Ross, extension 20527.
