This is in response to your letter LA 87-59, with attachment, dated August 24, 1987 and supplement letter LA 87-60, with attachment, dated August 26, 1987, both of which relate to discussions held at NRC Headquarters on August 12,.1987 between Westinghouse Nuclear Fuel Division and, Safeguards Licensing Branch personnel.

Letter LA 87-59 contains a request to expand current License Condition 1.6 to include not only tube scales used in the ADV process lines, but also IBFA rod j
scales and ar,y other tube or rod scales that meet the required linearity i
criteria stated in the referenced license condition.
We have reviewed your request and have determined that-granting it will not j
adversely affect the common defense and security nor the public health and -
safety and is otherwise in the public interest. Accordingly, we are revising current License Condition 1.6 to Amendment SG-3 to your License No. SNM-1107, effective imediately, to read as follows:
1.6 Notwithstanding the requirements of the FNMC Plan identified in License Condition 1.1, the licensoe may use a single standard for measurement control (including daily control limit monitoring and bias corrections) for any linear-response tube or rod scales, in any facility process, provided (1) that the single standard system is initially demonstrated to be linear over its range of use within j
the discrimination of the scale by calculating a bias at four levels across the range of use and demonstrating that the four results are i
not statistically different, and (2) that the continued linearity of response of the scales is verified by monthly calibration against at least four traceable standards covering the range of use.
Your followup to the NRC Headquarters staff recommendation to include IFBA sampling and analysi.s methodology for boron in the appropriate sections of your currently approved FNMC Plan is acceptable as presented in the attached Figure 4.2 and Figure 4.3 to your letter LA 87-59 dated August 24, 1987.

- a. These changes, as well as revised License Condition 1.6 contained in this letter and License Condition 1.5 enclosed with our letter to you dated June 26, 1987, should be included in your next submittal of FNMC Plan revisions.
i The request contained in your letter LA 87_60 dated August 26, 1987 pertaining to the use of alternative witnessing methods for low enriched UFg procured from foreign suppliers who do nat permit Westinghouse personnel as agents to witness filling, weighing, sampling and/or tamper-safing of the cylinder is i
acceptable.
This change, as presented in the attachment to your letter LA 87-60 j
dated August 26, 1987, should also be included in your next submittal of FNMC i
Plan revisions.
We have determined that the attachments to your letters LA 87-59 dated August 24, 1987 and LA 87 60 dated August 26, 1987, contain information of the type specified in 10 CFR 2.790(d). Accordingly,pursuanttoSection2.790(d)(1),
such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(d) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
