Purpose:

.To conduct a review of construction activities at the Durango UMTRA Project for ' assessment of whether the quality control program is functioning in a manner that assures compliance with the RAP and EPA 1

standards, i

Entrance' Interview i

Following an introduction of all participants, the NRC staff indicated

-that the review would consist of a tour of the site, observation of testing, review of records, and an exit interview.

Jim Powers, the RAC site' manager, described the status of remedial action construction and the activities presently in progress, and indicated that he and.his QC supervisor (Robert Steele) would not be available to accompany the NRC staff on.the site tour due to scheduling problems.

. Site Tour The RAC personnel conducted the NRC representatives and the other participants on a tour of the site whenever possible.

Activities observed include the following major work areas:

Placement and compaction of tailings (approximately 300-500 cubic yards).

I Excavation and moving of tailings'from processing site to disposal site.

i Other aspects.of the project that were observed include the following:

Observed waste retention ponds, liners, sediment filters, spillways i

Observed truck spraying and decontamination system.

3.

Observed transport of tailings from processing site to disposal site.

4.

Observed radiological survey stations.

l Observed location of monitoring wells at processing site and 5.

Testing Observations-

,0uring.the site review, the staff observed quality control personnel during their p; ';ormance of field sand cone testing of placed tailings at the disposal site. The quality control personnel appear knowledgeable in all aspects of their testing and inspection duties and followed appropriate procedures in performing the tests observed.

Records Review I

The staff selectively reviewed testing and daily inspection records and found them to be complete and verified performance of construction in accordance with applicable specifications.

Reviews were conducted on the

.following records:

1.

Gradation tests.

2.

Sand cone tests (147 tests recorded).

t 3.

Compaction tests (14 compaction tests and 37 1 point tests recorded).

4.

Tailings volume placed (140,000 cubic yards recorded, approximately 5,000 cubic yards per day).

5.

Survey equipment calibration / frequency (counters, meters and radiological survey instruments).

6.

Staff qualifications.

7.

Soils laboratory apparatus calibration records.

8.

Sand calibration-(twice daily).

Resolution of Issues from Previous Site Review

-There were no previous issues to be resolved.

Exit Interview Prior to leaving the site, the NRC staff met with Task Force, State, DOE and RAC personnel to discuss activities observed and findings during the site review.
