@ By two separate applications dated October 16, 1987, Georgia Power Company W submitted Westinghouse Report Nos. WCAP-11583, " Technical Bases for Eliminating I~

Accumulator Line Rupture as the Structural Design Bases for Vogtle Unit 2," and WCAP-11599, " Technical Bases for Eliminating RHR Line Rupture as the Structural Desi n Basis for Vogtle Unit 2," and requested that they be withheld from public l disc osure pursuant to 10 CFR 2.790. Also enclosed with each application was an affidavit from the Westinghouse Electric Corporation dated November 21, 1984.

l l The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

5 4 1. The document contains information which is customarily held in confidence M by Westinghouse.

T h 2. The infonnation has been held in confidence by Westinghouse and is not V available in public sources.

3. The infomation is the result of analyses performed by expenditure of considerable time and effort to Westinghouse.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790 ard on the basis of your statements, have determined that the submitted infonnation sought to be withheld contains trade secrets or proprietary commercial infonnation.

Therefore, Westinghouse Report Nos. WCAP-11583 and WCAP-11599 marked as pro-prietary will be withheld from public disclosure pursuant to 10,CFR 2.790(b)(5) )

and Section 103(b) of the Atomic Energy Act of 1954, as amended? -

Withholding from public inspection shall not affect the righ any, of per-sons properly and directly concerned to inspect the documents. 41f the need arises, we may send copies of this infonnation to our consultants working in this area. We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary infonnation.
