The licensee presented the results of his investigations and proposed corrective actions to the NRC in Chicago on July 7, pertaining to the June 26, 1987, unplanned heatup event which resulted in an operating mode change from cold to hot shutdown in violation of Technical Specifications. A special inspection was also performed by Region III.

The results of these actions indicated a broad similarity to the control rod manipulation error event in July 1985 in that the events were the

result of inadequate shift compliment supervision. Authorization to

operate the plant above 50% power will not be granted before the staff completes its regulatory assessment of plant problems to date.
