MEETING WITH DOE ON MRS On Wednesday, October 7, 1987, Dick Cunningham, Le Rouse, and I met with the Department of Energy representative at the Forrestal Building to discuss monitored retrievable storage. Two general areas were discussed:
(1) the status of Congressional bills and DOE activities, arfd (2) the outlook for developing a licensing process.
Both houses of Congress are working on amendments to the Nuclear Paste Policy Act which would affect the Department's proposal for the MRS. One feature which could affect the outlook on MRS is the repository delay of five years to 2003. Storage at the MRS for longer periods now seems more likely.
The Department must wait until bill passage to firm up plans for its implementation. Although the proposed amendment does not call for consultation with the Commission, DOE expects it to continue.
The Department would like an early response on three topics:
(1)anagreement on interaction between agencies similar to the agreenent between DOE and the Division of High Level Waste Management under the NWPA; (2) cooperation on the recovery of documentation for discovery, should it be reeded, and (3) further discussion of: (a) the EIS process, (b) involvement of a management and oper-ations contractor in licensing, and (c) quality assurance procedures. We will develop further information internally for further discussion with the Depart-ment on these topics.
