Dear Sir:

This responds to the NRC's letter dated June 2, 1989, in which the NRC l

reaffirmed the position that Alabama Power Company has violated its Security Plan. Alabama Power Company maintains the previously stated position in its letter dated April 7, 1989 that no Security Plan violation has occurred. The roof hatch in question is neither an ingress door to a vital area nor an emergency exit from the building. Nonetheless, as a compromise and without an admission of a regulatory violation, Alabama Power Company commits to installing an alarm on this hatch that vill meet the requirements stated in the Security Plan for vital area door alarms. Actions have been taken to initiate the necessary plant design change for this alarm. This action vill be completed by June 8, 1990.
