M1165E Enclosed is a Technical Review Report on dampers. This study was in tiated because of numerous LERs dealing with damper failures. About 130 reports were obtained from a NUDOCS search for the period 1986 to the present. About 40

percent of the reports were for fire dampers and the majar cause of failure was deficiency in design, fabrication, and installation. Loss of fire barrier dampers could result in failures of multiple trains of safety equipment during an adverse fire. Dampers in control room ventilation systems were also impor-tant and subject to design and operational problems. The control room may be vulnerable during a toxic gas accident if the isolation dampers are degraded.

NRR currently has an ongoing effort to publish an information notice on fire dampers and a generic letter on control room emergency ventilation systems which should capture damper problems indirectly. Because of these initiatives, no additional actions are suggested at this time.
