ENCLOSURE PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 SECURITY EVENT REPORT On May 28,

1987, an event occurred at Plant Vogtle which' was subsequently classified as a potential security threat.

A ' security alert was declared for the event and appropriate. actions were taken per Vogtle Electric Generating Plant's~ security alert procedure.90107-C.

'After termination of the alert, an investigation revealed that

a. potential security threat did not actually exist; however, this' report is being submitted for information.

i At approximately 0045' hours, Eastern Daylight Time. (EDT), a Nuclear Security Officer observed fire coming from a parked truck (Designated Vehicle No. 40).

The truck was parked inside the northeast perimeter of'the Unit 1 Protected Area.

The Central Alarm Station (CAS) was notified and' actions were taken to extinguish the fire.

As a precautionary measure, at approximately 0052, Response Force and foot patrols were advised to initiate continuous patrols and increase surveillance of assigned areas in the event the fire was deliberately set as a diversionary tactico The fire was extinguished by approximately 0053.

At approximately 0115, a Nuclear Security Officer reported sighting an individual on the Turbine Building roof who appeared.to be trying to start a fi re.

The officer reportedly observed 'the subject with rolled papers and a steady flame which appeared to be from a cigarette lighter.

The subject allegedly fled down the east Turbine Building stairway when challenged.

At' the officer's request, actions were taken at approximately 0116 to block the east stairway.

The CAS advised that personnel were not to be allowed to exit the Turbine Building until the suspect was located.

At approximately 0125, a security alert was declared' by the On Shift i

l Operations Supervisor (0 SOS) based on the events which had occurred.

Efforts to locate the suspect continued, with no evidence of the suspect or i

of any attempt to start a fire being found.

Security. management declared -

j "all clear" at. approximately 0405 and the OSOS lifted Protected 'and Vital

Area restrictions at approximately 0408.

The incident was considered at j

that time to have been a potential security threat. and a follow-up investigation was initiated.

SECURITY EVENT REPORT As part of'the follow-up investigation, the officer who reported seeing.

the suspect was given a polygraph test on June 1,1987.

The results of the test indicated ' complete deception in his account of the sighting.

The officer then admitted that - he had lied in an attempt.to: improve the appearance of his job performance.

Following the polygraph examination, the subject officer was immediately denied unescorted access to the site.

The truck fire,was concluded. to have been an.. accidental occurrence caused by an electrical short originating 'from a worn battery cable.

Based.

on the results of the follow-up investigation,.it is concluded that the event was not a potential security threat and, as such, is not required to be reported by 10 CFR 73.71(c). Georgia Power Company, however, has elected to provide this report for'the NRC's information.
