MANAGEMENT OF ALLyATIONS ,
j One of the essential tasks to be accomplished by the Comanche Peak Project staff is the proper management of allegations. At the present time the agency 1 is in the final stages of preparation and issuance of an NRC Manual Chapter and Appendix 0517, Management of Allegations, that^ defines the policy and procedures for the proper receipt, processing, control a'nd disposition of allegations.. To implement the requirements of 0517, an internal, office procedure (OSP-0P-0170) i has been drafted and will-be circulated for comment. It is currently being i used on an interim basis by the OSP staff. Barry Zaleman, Office Allegation i Coordinator, is the OSP staff contact on MC 0517 and'also hs the . lead on i development and issuance of OSP-0P-0170. OSP will conduct )taff training for those involved in the actual management of allegations.and these likely to be .j in a position to receive them. j By this memo I am establishing an Allegation Review Canmittee-(ARC) charged with reviewing all new allegations (as of March 1;i19fp) and setting'forth the-appropriate course of action for evaluation followsp,;and final disposition.
The Comittee will also establish a process for closing out all previous .
allegations. Membership is as follows: Phil McKee is designated Comanche Peak ARC Chairman; James E. Lyons and Robert F. Warnick are assigned as ARC members, with Hans Schierling as an alternate. George C. Gower is assigned the re-sponsibilities of the Project Allegation Coordinator for CPPD. The specific duties of the ARC and the Project Allegation Coordinator are spelled out in OSP-0P-0170 and will be' formalized shortly. In the interim, all allegations related to Comanche Peak are to be brought to the attention of George C. Gower (301-492-4923) or Phil McKee (301-492-4900) for' initial data collection, form preparation, and entry into the NRC Allegation Management System (AMS). ,
In order to detirmine the status of allegations on'the Comanche Peak Project, the staff is in the process of obtaining a set'of files on past and recent allegations related to the Comanche Peak' Project. You may be contacted to )
assist those involved in this effort; please do:your best to help make these files as complete and accurate as possible.
A number of allegations related to the Comanche Peak Project have been received. l since OSP has been operational (March 1, 1987). These have been entered into the AMS. Additional information is being gathered on these allegations before-swmd9/oLA-81-55% Bli

The purpose of this meeting will be to discuss administrative and functional l activities of the Committee, to discuss plans for followup and disposition of , !
the recent allegations, and to continue the review of past NRC efforts'to deal -J j
with past allegation followup and closeout.
If any of you have been contacted by individuals from outside NRC raisin'g con-cerns verbally or in writing, they should be considered as potential allega-tions. The prescriptive treatment of their concerns need to be followed as discussed earlier. Please get in touch with George Gewer or any member of-the ARC as soon as practical to initiate the process. You may also contact Barry Zalcman, OAC, in their absence. l 5
