USI A-17. " SYSTEMS INTERACTIONS IN NUCLEAR POWER PLANTS" During the 350th meeting of the Advisory Committee on Reactor Safe-guards, June 8-10, 1989, we were briefed on the staff's plans for resolution of USI A-17. " Systems Interactions in Nuclear Power Plants."

We have no objection to the proposed action.

We believe that our remaining concerns can be addressed in the Multiple System Responses Program and other ongoing NRC programs.

Indeed, the staff has further confused the issue by mixing systems interactions with

- common cause failures.

I do not object to this proposed resolution, simply because I don't believe, after all this time, that anything better will happen.

It may not even be possible.
