Request for SNM-1097 License Renewal GE's Nuclear Fuel and Components Manufacturing (NF&CM) in Wilmington, N.C.,

hereby submite an application for renewal of NRC materials license SNM-1097 pursuant to 10 CFR 70.33.

In view of the maturity of the facility, our operating history and g

the commitment of highly qualified resources to operate the facility safely, we respectfully request that this license be issued for a period of ten (10) years.

We believe this to be justified and cost effective for both the NRC and GE.

Major additions, modifications, or changes to licensed activities are communicated as required to the NRC in the form of licensing amendment requests.

Neither construction nor installation may take place prior to obtaining NRC approval.

The renewal application was prepared using Regulatory Guide 3.52, Revision 1, as guidance for the organization and content.

All changes have been incorporated to reflect current operations including the Decommissioning Plan and a new Environmental Report with monitoring data summarized for the period since the last application.

In addition, the Branch Technical Positions for Fuel Cycle Facilities published March 21, 1989, although not finalized as a regulation, was utilized in describing ou: non-radiological safety program commitment and in providing demonstration details applicable to the potential significant chemical, fire, and explosion safety hazards for our operations.

The Attachment to this letter contains information explaining the organization and content of the renewal application that will be useful to the reviewers.

Pursuant to 10 CFR 170.31, enclosed is a check for $150.00 as h required upon submittal of the appl canlon.

Nomenclature changes:

Waste Incinerator Waste Oxidation-Reduction Facility 2)

The UPMP application dated December 12, 1984, and February 3, 1985, has been de-proprietarized, summarized, and included in Chapter 15.

Chapter 6 of the current license addresses the specific safety interlocks for the Steam Hydrolysis process based on NRC approval of our May 16, 1988 application.

Based on the Branch Technical Positions issued in FR 11590, NF&CM's broad based Non-Radiological Safety program commitments have been substituted in Chapter 6 to address the non-radioactive safety risks associated with activities which may have the potential to affect our nuclear operations.

In the renewal application, a description of the Steam Hydrolysis process is provided in Chapter 15.
