SUBJECT:
CRGR MEETING N0. 164 The Committee to Review Generic Requirements (CRGR) will meet in the afternoon on Wednesday, June 14, 1989, in Room OWFN 48-11.
The agenda is as follows:
12:00-1:00 p.m.
The Committee will discuss the origins and proper use by NRC staff of the " compliance" and " adequate protection" exclusions of the Backfit Rule in review packages submitted for CRGR review on current issues.
(A background information package being prepared by the CRGR staff will be provided under separate cover.)
1:00-2:00 p.m.
R. Bosnak (RES) will present for CRGR review a proposed Amendment to the PTS Rule.
(A review package is enclosed.)
2:00-3:30 p.m.
L. Shao (NRR) will present for CRGR review 21 SRP sections revised to reflect new requirements and staff positions being implemented in connection with the Station Blackout Rule.
The staff will also present a briefing on the current status of a related topic, proposed Rev. 3 to Reg.
Guide 1.9, " Diesel Generator Reliability." (A review package is enclosed.)
3: 30-5: 00 p.m.
F. Gillespie (NRR) will present for CRGR review a proposed amendment to the property insurance rule, 10 CFR 50.54 (w).
(The review package is enclosed.)
If a CRGR member cannot attend the meeting, it is his responsibility to assure that an alternate, who is approved by the CRGR Chairman, attends the meeting.
Persons makfng presentations to the CRGR are responsible for (1) assuring that the information required for CRGR review is provided to the Committee (CRGR Charter - IV.B), (2) coordinating and presenting views of other offices, (3) as appropriate, assuring that other offices are represented during the presentation, and (4) assuring that agenda modifications are coordinated with the CRGR contact (J. Conran X29855) and others involved with the presentation.
Division Directors or higher management should attend meetings addressing f
agenda items under their purview.

In accordance with the ED0's March 29, 1984 memorandum to the Commission concerning " Forwarding of CRGR Documents to the Public Document Room (PDR),"
the review packages for items scheduled'at'this meeting, which contain predecisional information, will not be released to the PDR until the NRC has considered (in a public forum) or decided the matter addressed by the-information.
