SUBJECT:

STAFF RESPONSIBILITIES FOR COORDINATION OF PROSPECTIVE OSART VISIT Initial planning is underway for the IAEA to conduct an Operational Safety Review Team (0SART) visit at the Calvert Cliffs facility. The visit will probably take place in late CY 1987 or in early 1988.

The OSART visit at Calvert Cliffs will be the first such review at a United States facility.

OSART visits are conducted by IAEA only in response to requests by member state governments.

The OSART program represents a major IAEA effort to assist member countries in enhancing safe nuclear power operations. The OSART visit to Calvert Cliffs represents an opportunity for a NRC licensed facility to be reviewed by an independent team of experts from other countries. This independent review offers both NRC and the host utility the opportunity to learn of potential ways to strengthen both regulatory and licensee nuclear safety programs. At the same time, through the contacts and interfaces which will develop in coordinating the C61 vert Cliffs visit, NRC may be able to 6ssist the IAEA in further developing their review methods.

In order tc g6fn maximum benefit from the opportunities described above, it is important that the' prospective Calvert Cliffs visit be carefully planned and coordinated within the staff, with the utility and the IAEA, and with the U.S. Department of State. This memorandum designates James G. Partlow (x24614)
