Subject:

Limerick Generating Statlon, Unit 2 Independent Design and Construction Assessment Gentlemen: ,

i Enclosed for your information is the Design Assessment Report for Limerick Generation Station (LGS), Unit 2 documenting the results of the Independent Design Assessment (IDA) portion of the Independent Design and Construction Assessment (IDCA) performed by Stone and Webster Engineering Corporation for Philadelphia Electric Company (PEco). The assessment concludes "that the Limerick 2. design of safety-related svstems and .

structures compiles with Ilcensing commitments and is technically adequate."

However, this conclusion is based upon satisfactory completion of remaining committed project actions e.ad resolution of six open items.

Also enclosed is the IDCA Assessment Summary Report which provides an overall sunnary of this activity. These reports, Volumes II and I, respectively, complement. Volume'III, the Construction Assessment Report, submitted on February 10, 1989. Together, these reports conclude that the design and construction process employed for Limerick 2 is an acceptable.

process. This conclusion is also contingent upon the items described above for the Design Assu sment Report conclusions.

PECo's preliminary review of.this report, along with our understanding of the issues identified, Indicates that the IDCA has provided additional

. confidence that Limerick Unit 2 will soon be ready to be licensed and placed in operation.

Inspection Report 50-353/88-203 dated April 4, 1989, requested PECo to address the findings of the NRC IDA tear,in a written response to the In-spection report. PECo is currently preparing such a response for Unit 2 and expects to submit that response no later than May 5, 1989 FBr 22882n 838 A
