DOCKETS 50-266 AND 50-301 ADDITIONAL RESPONSE TO NRC COMPLIANCE BULLETIN 88-10 NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This letter is in response to NRC Compliance Bulletin 88-10.

It provides a summary report on the results of tests on molde3-case circuit breakers, conducted in accordance with Attachment 1 to Bulletin 88-10, that were not traceable to the circuit breaher manufacturer, Our actions in response to Bulletin 88-10 have resulted in the testing of seven molded-case circuit breakers. Six of those breakers passed the testing, with the seventh failing the contact resistance test. The seventh breaker did pass all other functional tests. After additional mechanical operating (exercising) of the seventh breaker, its contact resistance values eventually returned to an acceptable level. The test failure is believed to have been a result of the deterioration i

of the conditions of the contacts over a prolonged storage and not a result of refurbishment or counterfeit manufacturing.

The failed breaker was removed from QA-scope stores to assure that it would not be used in a safety-related application.

Attachment 1 summarizes the information requested on the breakers tested. Attachment 2 is the work plan and associated test results for the breaker that failed.

~ 1.O PRELIMINARY INFORMATION 1.1 CONDUCTLCIRCUIT BREAKER TESTING AS DETAILED IN'SECTION TWO BELOW.-TEST.A SUFFICIENT'QUANITY OF BREAKERS TO OBTAIN w' THREE SUCCESSFULLY TESTED BREAKERS. BREAKERS TO BE TESTED ARE WESTINGHOUSE-TYPE EA1020, LOT #'909-0274, OARM 3552.

1.2 COMPLETE TESTS BELOW FOR EACH BREAKER. ATTACH UNIQUE IDENTIFICATION.-TO EACH BREAKER AND RECORD ID ON A DATA" SHEET ,

(ATTACHED) TO BE COMPLETED FOR EACH BREAKER AS TESTING IS CONDUCTED.,

1.3 TESTING REQUIRED BY THIS WORK PLAN REQUIREGLWORK'ON AND NEAR' ENERGIZED TERMINALS AND EQUIPMENT. HIGH CURRENTS WILL BE USED. USE-APPROPRIATE-SAFETY PRECAUTIONS.

2.O' TEST PROCEDURE

-2.1" MECHANICAL. TEST

'OPEN:AND CLOSE THE BREAKER SLOWLY TEN TIMES. IF ANY BINDING IS DETECTED, THE. CIRCUIT BREAKER SHALL BE CONSIDERED UN-SATISFACTORY. INDICATE RESULTS'ON DATA SHEET.

2.2JPOLF RESISTANCE TEST MEASURE THE CONTACT. RESISTANCE OF THE BREAKER USING'THE-VALHALLA AND' VERIFY READINGS-USING THE DIGITAL LOW' RESISTANCE q

, OHM-METER (DLRO). TAKE THREE READINGS, OPERATIWG THE BREAKER- H (UNLOADED) BETWEEN EACH READING. RECORD RESULTS ON DATA CHEET.

2.3 RATED-CURRENT HOLD-IN TEST CONFIGURE A TEST CIRCUIT OF THE FOLLOWING:

USE A.480/120 VOLT 10KVA (MINIMUM) LIGHTING TRANSFORMER.

l- APPLY 220VAC TO THE 4BOV (PRIMARY) SIDE AND MONITOR CURRENT ON THE 30V (SECONDARY) SIDE. CONFIGURE LOAD BANK FOR APPROXIMATELY 1.50 OHMS.

2.3.1 CLOSE THE CIRCUIT BREAKER AND MONITOR CIRCUIT CURRENT L (USING A CLAMP DN AMMETER). ADJUST THE LOAD BANK AS L NECESSARY TO OBTAIN 20 AMPERES OF CIRCUIT CURRENT.

l AMBIENT TEMPERATURE IS TO BE 25'C23*C (77'F1 5*F).

THE BREAKER MUST NOT TRIP IN LESS THAN 60 MINUTES.

INDICATE RESULTS ON DATA SHEET.

2.3.2 AFTER A MINIMUM OF 60 MINUTES FOR THE 2.3.1 TEST, .,

, ADJUSTETHE LOAD BANK FOR 27.0 AMPERES OF CIRCUIT CURRENT. THE DREAKER SHOULD TRIP NITHIN 60 MINUTES.

RECORD RESULTS ON DATA SHEET.

7.4 OVERLOAD TEST CONFIGURE A TEST CIRCUIT AS DESCRIBED IN 2.3 ABOVE.

(NOTE: AS AN ALTERNATIVE, THE MULTI-AMP UNIT MAY BE USED FOR THIS TEST)

PRIOR TO MAKING THE TRANSFORMER CONNECTIONS, MEASURE AND ADJUSl THE CIRCUIT RESISTANCE TO.APPROXIMATELY O.250 OHMS.

OPEN THE BREAKER'AND MAKE THE TRANSFORMER CONNECTIONS.

MON 1'IDR CIRCUIT CURRENT USING A CLAMP DN AMMETER (0-200 AMP RANGE). MOMENT ARILY TOGGLE THE BREAKER 'ON" THEN "OFF".

VERIFY THAT AT LEAST 120 AMPEhES DID FLOW THROUGH THE BREAKER (ADJUST LOAD AS NECESSARY TO DBYAIN AT LEAST 120 AMPERES THROUGH THE BREAKER). INDICATE RESULTS ON DATA SHEET.

2.5 INSTANTANEOUS ThlP TES1 TRIP TEST THE BREAKER USING THE LARGE MULTI-AMP UNIT.

APPLY 1400 AMPERES THROUGH THE BREAKER. THE BREAKER SHOULD TRIP N LESS THAN O.10 SECONES (6 CYCLES).

RECORD DATA AND RESULTS ON DATA SHEET.

2.6 TIME DELAY OVERCURRENT TRIP TEST THIS TEST SHOULD BE CONDUCTED AT AN AMBIENT AIR TEMPERTURE OF 25'C1 3'C. (77' F i S* F)

TRIP TEST THE BREAKER USING THE CIRCUIT CONFIGURATION IN STEP 2.3. APPLY 60 AMPERES TO THE BREAKER. THE BREAKER SHOULD TRIP IN 10 TO 27 SECONDS. UP TO 70 SECONDS MAY BE ACCEPTABLE IF ADEQUATE CO-ORDINATION'WITH UPSTREAM BREAKERS CAN.BE DEMONSTRATED.

RECORD AIR TEMPERATURE AND TRIP TIME ON DATA SHEET.

i 2.7 DIEL.ECTRIC TEST CONDUCT A MEGGER TEST OF THE BREAKER AT A MINIMUM OF 1000 VAC (2500 VDC) FOR ONE MINUTE. MOUNT THE CIRCUIT BREAKER ON A METAL PLATE AND GROUND THE PLATE. CONDUCT TEST FOR:

A) LINE TO LOAD TERMINALS WITH' BREAKER OPEN B) POLE'TO GROUND WITH BREAKER OPEN C) P,0LE TO GROUND WITH BREAKER CLOSED RECORD RESISTANCE VALUES ON DATA SHEET.

3.0 TESTING COMPLETE TLHNOVER DATA SHEETS AND BREAKERS TO MAINTENANCE SUPERVISOR.
