the NRC for low-enriched uranium for use as replacement fuel for the Japan Atomic Energy Research Institute's Tokai Research Establishment TRIGA reactor in Japan. A letter of assurance is required that the material will be subject to all of the terms and conditions of an agreement for cooperation.
