July 17, 1986 Pr. Michael J. Donovan', Chairman Cardinal. Industrial Product Corporation 8873 West.0guendo Las Vegas, Nevada 89118

Dear Mr. Donovan:

As agreed during our meeting on May 14, 1986, we have reviewed. Cardinal's pro-posed standard for SA 193-87 bolting material. While we agree that standard specifications would improve quality and simplify procurement, handling, and -

warehousing activities; special precautions' must be taken to assure that any standard specifications developed are complete and accurate. Along those lines, the following connents are provided:

1.

On page four, under the heading, " Dimensions " it should be spelled out that socket head capscrews.060 "through 1" diameter are to be class 3A.

~

2.

On page five under the heading of, " Plating," the baking temperature and duration should be given.

3.

On page five under the heading of, " Inspection," the accept / reject criteria must be given to make the sampling plan usable.

4.

On page five under the heading, " Visual Examination," some description of the characteristics which make up. the " workmanship standard" should be added (e.g., cracks, bursts).-

5.

On page gir under the heading, "NDE," second paragraph, it is implied that ultrasce : testila is a surface examination when in fact it is a volumetric i

examination. The words should be revised to reflect the intended scope of the examination.

I hope you find these comments useful.

If you have any questions concerning the k

connents, please contact either Ellis Merschoff (301-492-9045) or Ed Baker (301-492-4874).

Sincerely,

~
